Mayors and governors representing network cities will participate in the meeting to be held every other year with the aim to strengthen cooperation among cities and to finalize and announce the communiqué. Based on matters including discussions held at the working-level staff online meeting and senior officials meeting, mayors/governors will deliver presentations on their city or state’s policies, the outlook for the future, and other such topics. Cooperation between the world’s cities for resolving challenges will be reaffirmed, and the communiqué will be sent out to the world as the outcome of the meeting.

In years when the Leaders Summit is held, the objective of this annual meeting is to strengthen relationships between senior officials and to draw up the communiqué to be announced at the Leaders Summit. Based on matters including discussions held at the working-level staff meeting, each city will present their measures, as well as exchange opinions on the communiqué draft.

In years when the Leaders Summit is not held, the senior officials meeting will be held for the purposes of reviewing the status of initiatives based on the communiqué issued at the previous year’s Leaders Summit and strengthening ties through the sharing of measures implemented by the cities, among other means.

An annual online meeting will be held to allow working-level staff to establish relationships and share their knowledge. Cities will deliver presentations on designated topics, introducing specific projects, as well as the background, difficulties and other relevant information. Through these presentations, the initiatives, knowledge, and experiences of each city will be shared among working-level staff.
